FBL Rules and Restrictions
Roster Rules
- Must be registered with USA Ball Hockey
- Novice rosters only (Tier 2/3 NBHL rostered players or similar, players who played Tier 1 or team USA or similar within last 5 years not allowed)
- 15 Players (max) and a Goalie per roster, no roster changes after event start
Game Time Regulations
- 2 preliminary games and 1 playoff game guaranteed

3 Period Games, 10 minutes running clock each period
- Clock stoppages for last 3 minutes of the 3rd period (if within 2 goals), injuries, penalties and in between games
- 2 minute warm up per game
General Playing Rules
- Floating blue line rules apply!
- Teams MUST have matching jerseys. It is recommended to have 2 color (light and dark) jerseys. Tournament jerseys can be made for your team for a fee.
- No Icing EXCEPT for the last 3 minutes of the game, if within 2 goals
- No high sticking penalties (unless contact with player is made, assessed at minor/major based on if blood drawn)
- High stick contact with ball will result in whistle stoppage, face-off at nearest circle
- Penalties: Minor 1.5 minutes, Major 4 minutes
- if excessive time (20 seconds+) to line up for face-off, delay of game and minor penalty will be called
- if excessive time penalty called on team that is actively winning in their defensive zone, other team can elect for a penalty shot (instead of a minor penalty)
Other Information
- Referees will follow USA Ball Hockey rules and regulations for anything not specifically listed here
- Waivers are required to play. One waiver per player (and goalie) is required, unless you have previously signed a waiver
- FBL will notify you if we cannot locate a waiver on file
ABSOLUTELY NO FIGHTING OF ANY KIND WILL BE TOLERATED
- altercations will result in the players involved being banned from future tournaments
- if a player leaves the bench during an altercation, that player will be suspended for at LEAST 1 game
